An agreement between Syrian Kurdish parties to form a higher Kurdish council

SOHR was informed that an initial agreement took place between the Syrian Kurdish parties, to establish a higher Kurdish body in Syria to control the areas which are inhabited by Kurdish civilians in Aleppo and al-Hasaka provinces. 40% of it to the Democratic society movement which contains the YPG, and 40% for the National Kurdish council and the 20% is for the Independents, these bodies will be managing democratic elections for the local councils and form a shared military body in these areas, keeping YPG the main elite forces.
